Flares for the UGL
For Night-time Operations and all the people who get Grenade Launchers. At the very least Delta should get those as they don't have Night Vision. If the GP-25 doesn't feature these then give them those Russian-Style handheld flare launchers

Lower Repair Time
When the pilot tells you that just waiting besides the vehicle or to blow it up and have it respawning is faster than even some 'minor' (read not complete) repairs the Repair time is too long. Same for Vehicle tires. I get it's realistic but frankly that's not the part of Public gameplay that should have such extensive amounts of realism.

The max repair time to the best of my knowledge is going to be TEN Minutes. The Respawn time of all Helicopters is 20 minutes. So Repairing them is still better than blowing them unless they have crash landed in a field near the AO.

UGL Flares will be fixed in the next server update this weekend.

You need people to sit in the vehicles, or else they'll despawn during repair. Most notably the repair truck. It takes somewhere in the time of five minutes (feeling wise) per section to repair. Meaning 20 minutes total for the four crucial components: engine, hull, main rotor and torque rotor. Sans logistical time and refueling.

As it stands the repairs [as bose mentioned] take about 5 minutes a module, their are 4 critical modules that need to be fixed to be flight worthy then there is the Instruments and Sling load hook [on merlin] so it takes 20 minutes to get it flight worthy and then another 10 to get everything fixed + refueling [and rearming if necessary]

Another thing I just noticed:
Scope for Deltas RPG
Without the scope or any other means to range the weapon the RPG-7 is more or less useless, especially when using the Thermobaric rounds and the like.

^While I like the unprofessional method of guesstimating as it somewhat suits that force, in most situations the RPG is near useless. The only thing that makes up for it is that you can carry a few rockets

I absolutly disagree with this. I know (and I've said it before) many people regard Delta as a joke squad, that's just there to provide entertainment for other squads à la 'Oh them Deltas got rekt by a Tank again becuase their AT is shit, never gets old!'. Delta is trying to provide a second-to-third World Army. Their equipment is old but usuable and battle-tested. For example the absence of scopes: Sure it's rather different from 'normal' gameplay but in the end you usually overcome the enemy even in long-range engagements. To be honest I almost enjoy iron-sights more than scopes because it forces you to close in to the enemy instead of the rather passive semi-sniping you usually do. 'Unprofessional guesstimating' should never ever happen on a server that calls itself 'realistic'. That would be like flying certain helicopters into battle that don't actually get used in that role.
My issue with not having a scope isn't so much with the fact that the RPG lacks magnification but with the fact that aiming the (current) RPG without a scope is basically just praying that it hits. As far as I know noone really knows what the current sight is zeroed to or for which warhead the zeroeing applies. This means that if you use the RPG all you can do is run as close to your target as possible in the hopes that the projectile will fly as straight as possible. By close I don't mean around hundred meters which would be more or less reasonable but way closer JUST for the possibility to make your round hit. This limits the RPG to close Range engagements of less than 50 meters for most AT warheads and even less for the thermobaric warhead (which, as of now, would propably require you to stay in the blast radius to make an accurate shot).
This isn't a matter of 'overpowering' Delta but a matter of actually giving them AT capabilities beyond 'Run up to the tank until you see the white in the gunners eyes'. I heard the Marines Carl Gustav has the same issue and considering the slightly lackluster quality of the American RHS mod I can believe this, the weapon is near useless without a proper scope because it lacks the ability to zero properly. Because of this I've seen Charlies equiping themselfs only with AT4s instead of Carl Gustavs which had an absolutly amazing track-record in the Arma 2 days.

Guestimating is what most forces do, especially with light and medium AT. Rangefinders are generally hard to come by especially for a force like delta, by guesstimating I mean get a vague distance in your head and then aim your launcher to suit. As seen in the videos below this done more often than not in order to minimize exposure time.

Here is a video demonstrating the Iraqi Army, believe it or not a professional force most likely better trained and definitely better equipped than the CDF using an RPG. Notice how carefully aims....

There has been scopes added to the RPG for some time now, its just I haven't update the public server for about one week now. This is due to my exams and that I have been resolving bigger issues with the public server which are still not perfect and require more time. So the next update will be on Sunday 17/05/2015.

I was thinking you meant guesstimating in terms of aiming à la 'I'll just line it up with the ironsight and hope it hits'.
Of course you're right about Delta having to guesstimate the range and I'd be fine with rounds missing because of that. But right now rounds miss their targets because noone knows what the default sights are zeroed in on.
Ideally it should be:
Guesstimate Range ->Adjust sights to range (100m-200m-300m)-> Line up sights -> Adjust aim (aiming slightly up to get to 250m) -> Fire
Right now it is:
Guesstimate Range ->Hope the thing is zeroed to 100m ->Line up sights ->Adjust aim -> Pray -> Fire -> Run away because that T-72 sure looks angry now

The issue here I believe is not the time of aiming or precision but the fact there is no zeroing on the rpg. As I am making an assertion but would it not be plausible that they at least got their scope to some sort of range close to the enemy's distance before popping up and firing. As delta cannot range their RPG they will receive a scope. Once this issue has been fixed it will be removed.

All the other suggestions are all ready implemented.
