[BUG] Radio tower spawned in wrong AO

Exact location in base/towns:  Agios 
Time :18:00
Expected behavior:Radio tower spawn in active AO (Neochori)
Actual behavior:Radio tower spawned in Agios
Additional information:Even when destroyed the AO did not complete. All bunkers were captured.
